Yep, too crowded but you got to respect his filtration system.
He's got a filter per fish and that is the best support for such condition.

when i first got into flowerhorns, I bought them from a guy in Philadelphia. His tanks looked just like that. a 55 would have like 4-5 fish divided like that. If this guy sells them fast enough, its not that bad i guess. But I am sure we all know that that many FHs dont sell that fast.
