The most affordable route is to build it out of 2x4 then sheet with birch plywood which is pretty inexpensive and has nice grain to it then add some trim and stain it. What do you plan on doing with the bottom? Storage? Sump?

If you see retail stands they are not complicated and all you need to do is build a big box out of 2x4 with a center support. This is what I did and worked well. With this design its 2 layers of 2x4 si its like 4x4 sides and strong as all hell.

I would add a center brace for any tank over 4' long but this is a solid design IMO.

Dang, talk about securing your tank. We need something like that here in Cali, especially after the quake.

nothing like a challenge....
Build one over the other like a bleacher or a step. Make the top tank half way over the bottom.

I'm assuming you are not having this for display because stacked tanks are not very cool looking in the living room.
You might as well go with metal racks.
A hell lot easier and stronger.
Don't get the cheap ones though.
And make sure you over size the rack for storage and a future over the top filter.
Look at the Grainger web site.

These are my stacks of Tensco racks.
Later I will show a new pic with an over the top filter for the 3 fish tanks.
