White Stuff On My Fish

my cat fish has this white stuff on his back, it looks almost like bird poop, i noticed a little before and it went away and now its back even worse

just picked up this green/red texas today tell me what you think, he has green on top and fades down to red. this pic was taken just after i put him in the tank so ill update once he get acustom to it. my bp is fertile so lets light some candles and put on some frank sinatra.

My Tank Stiiiiinks

i have a 40 gal with a fluval 204 ive changed the water every other day and it has fresh carbon so whats the deal, i have some drift wood i found at the beach that ive had in there maybe the smell is ubsorbed from that... should i take out the gravel any ideas. to list the fish i have a 6in red dragon, a small chichild, 2 7in plecos, a blue claw lobster, and a Festivum looking fish i think its something else its bout 6in. the tank is a bit cramped but im tradeing the fh in a fiew weeks but still it shouldnt smell that bad with frequent water changes
